MORELAND CORRIDOR TASK FORCE
October 11, 2006 Task Force Meeting Notes
In Attendance: Megan Holder (IPR), Walter Brown (Task Force Interim Chair), Jay Varner (RCIL), Garry Long (NPU “O” and ONE), Jay Tribby (Councilmember Hall’s COS), Kwanza Hall, Natalyn Archibong, Sheila Parrott (for Anne Fauver), Connie Ward-Cameron, Geoffry Boyd (volunteer with LAS architects – for David Green), Walt Weimar (pres. CPNO), Sandy Jennings, (COA QOL), Lorn Whitaker (COA TAT), Flor Velarde (COA – Planning), Heather Aldadoff (COA Transportation Planner), George ?? (COA QOL) - The Moreland and Ponce de Leon Corridor Studies were completed a year ago
- As a result of that study the CDP was updated and the land use plan was revised
- No re-zoning has been done
- Application to the ARC has been filed for LCI status
- In June there was a meeting with Councilwoman Archibong. At that time the creation of a task force was discussed as well as next steps to move forward.
- One of the primary reasons for creating the task force was to make sure funding opportunities and application deadlines were not going to be missed.
- Questions asked:
- Who can do what?
- What can the city do for next steps?
- How do we break the project down?
- What do we prioritize?
- What can we do now in advance of the money?
- Quality of Life funds will be available in mid-late 2007 and will need to be used by 2010.
- There are $1.2M in QOL funds for the projects: $600K for Ponce and $600K for Moreland
- $100K could be used to develop concept plans needed to move forward and for GDOT approval
- All of the recommendations in the study total $16M of projects (design cost $2.3M)
- It was proposed by Walter Brown (and agreed by Garry Long) that the 1st implementation priority should be the connection of Little Five Points and MARTA (especially Inman Park-Reynoldstown) station to the Edgewood Retail District site. This would be important because it reflects the original concerns of the neighborhoods when re-zoning the Sembler property and is where the greatest potential for ped and transit activity exists. It also allows for LCI implementation funding since it incorporates at least one of the MARTA rail stations
- When is the appropriate time to involve GDOT? What plans do they currently have for Moreland and Ponce?
- It was then decided that to truly move forward the task force need to evaluate the recommendations of the report, and prioritize which items were most important.
- Heather gave us her background and the following information:
- She does not think we are missing any funding opportunities right now
- The City will begin working on a Transportation Plan in 2007
- She suggested that we rank the projects in priority order
- She can help with GDOT conversations and does not think they should be involved in the first round of discussion between the City and neighborhoods
NEXT STEPS: The task force will next convene on November 11 from 12-4, location TBA. At this meeting the study recommendations will be analyzed and prioritized. |
